How according to you, can peace and liberty be maintained in a state?

Peace and liberty can be maintained in a state by good governance. Whatever is well administered is most fruitful for the citizens as well as rulers. There should be a happy balance between state interference and citizens rights.

I think in a state a good governance is really required. people must feel that they r free to express their views.and they must have information about the functioning of the govt....
