if lead not burned in air than also it form lead oxide if it is exposed with water vapour or steam this happens as O2 from steam reacts with lead and forms lead oxide.

yes in certain conditions when air is saturated and contains maximum vapour than it is possible.
for you a note metals doesn't react with air they reacts with the steam
