Bases that are soluble in water are called alkalis. All bases are not soluble in water
All Alkalis are base but not all bases are not alkalis

Alkalis are bases only. They are the bases that are soluble in water. Rest bases cannot dissolve in water. Some examples of alkalis include NaOH, MgOH, etc.
