The sun's heat evaporates the water from seas, ponds, lakes, rivers, etc. When the water vapor (gaseous state of water) is high enough in the air, the temperature will be very cold for it to stay  as water vapor. The vapors become tiny droplets of water.  These droplets of water merge together to form a cloud.
