How are constitutional changes made in federal system?

Answer: It is not easy to make changesto power sharing of power between the Union Government and the State Government. The Parliament cannot on its own change this arrangement. Any change to it has to be first passed by both the houses of Parliament, with at least two- thirds majority..

Any change in federal system follows :

1. Parliament can't change it.

2. Any change need to be passed by both houses of parliament with at least \bf{2/3} rd majority.

3. Then it has to be ratified by the legislature.
