✔Electromagnetic waves are those waves which are composed of oscillating electric field and magnetic field in direction that are the perpendicular to the direction of propagation of the wave.

✔EM wave is produced by an oscillating charge.

✔Electromagnetic waves are formed as a result of accelerating (electric) charges under electric field.

✔Electric charge exhibit electrostatic behavior and once they start moving magnetic effects come into play.

✔As a result of this a duality is established which is called electromagnetism.

✔The electromagnetic waves are emitted by those charged particles.

✔These waves move with the velocity of light.

⚫According to quantum theory, EM wave is made up of massless particles called photons.

Let me start answering your 1st part of question.

The electromagnetic waves are produced by the accelerated charge. The electric charge. The electric and magnetic fields produced by the accelerated charge change with time. Hence, it radiates electromagnetic waves. 

Now, Let us jump to next part of your question.

The EM waves are produced by the accelerated charge. The electron jumping from its outer to inner orbits radiates EM waves. These EM waves are propagated as electric and magnetic fields oscillating in mutually perpendicular directions which is cause of momentum and energy.
