Formation of government at state and union level and their functions:
- A state government has two houses identified as State Legislative Assembly and State Legislative Council (Vidhan Parishad), which is a two-house legislature.
- The Vidhan Sabha is the lower house and relates to the Lok Sabha, the Vidhan Parishad is the upper house and relates to the Rajya Sabha of the Indian Parliament.
- The union administration controls military and external affairs etc. while the state government deals with internal security (through state police) and other state issues.
