Sometimes certain things found in nature, in their original form have no usability or utility. Knowledge, ideas and technology developed by man convert it into a resource. For an example, iron ore by itself was of no use till man learnt to extract iron from the ore. people use natural resources to make other resources, (e.g. marble for flooring). Natural resources used by man to make other resources say dams, roads , sports complex, etc. these are 'human made resources'.
So human resources is important of developmemt of natural resources.
