The classification of Indian urban communities is a ranking system utilized by the Government of India to allocate House Rent Allowance (HRA) to public servants utilized in various urban areas in India.
HRA is also utilized by the Indian Revenue Service (IRS) to give salary tax exceptions. Urban areas are classified on the basis of their population, as prescribed by the Sixth Central Pay Finance.
Before the Sixth Central Pay Commission, the classification of urban communities in India was based on two parameters: Compensatory City Allowance (CCA), further separated into categories A-1, A, B-1, and B-2; and HRA, further partitioned into categories A-1, A, B-1, B-2, and C.
