Involuntary actions are controlled by a part in your brain called Medulla. It controls you unconscious activities like breathing or your heart rate.

Reflex actions are carried out by your nervous system. When there is a stimulus(change in environment) your receptor send the nervous/electrical impulses through you sensory neurones to the CNS(central nervous system) and then they decide what to do the impulse is carried through you motor neurones to the effector (gland or muscle) which then causes a response.
