Well, Newton's laws are formulated with the fact that the given frame of reference taken is usually inertial.
But the Earth isn't inertial. It suffers acceleration which causes it to go around the Sun. So no it isn't usually valid.......
Well it actually is to a high degree. The Earth isn't an inertial frame of reference, given, but it suffers an amount of acceleration that is very very small compared to the acceleration usually experienced in our frames of references. So yes, Newton's laws of motion are valid on Earth, until the day we start revolving way faster around the Sun.

Laws such as for every action there is an equal and opposite reaction still apply. Additionally, Newton's laws of motion are perfectly valid for a vast range of every-day circumstances.
