how are powers divided between states and centre

Centre have power to make a law and to make financial decision with other counties .But
states also have power to make a law but they have to send firstly in centre government .

they share power .center govt .have control on whole country but it cant solve problems of all so a govt at state level is made to solve the public problems beeply n properly. but they r not independent to pass a law state gont needs confirmation from the center .this how they share power to run the country properly.
