Fundamental rights apply universally to all citizens, irrespective of race, place of birth, religion, caste or gender. The Indian Penal Code and other laws prescribe punishments for the violation of these rights, subject to discretion of the judiciary. Though the rights conferred by the constitution other than fundamental rights are also valid rights protected by the judiciary, in case of fundamental rights violations, the Supreme Court of India can be approached directly for ultimate justice per Article 32. The Rights have their origins in many sources, including England's Bill of Rights, the United States Bill of Rights and France's Declaration of the Rights of Man.

The six fundamental rights recognised by the Indian constitution are the:

Right to equalityCultural and Educational RightsRight to freedomRight against exploitationRight to freedom of religion, andRight to constitutional remedies.

Basic facilities are closed in relative to the people basic needs Right to Life is directed to all by the constitution .

It is Right to equality that makes the goverment provide basic facilities to all the people irrespective of their economic status or the areas in which they live .Public facilities and fundamental are linked to each other .Ex _ Water is important to animal ,plants and humanbeings is not Only to need our dialy life But safe drinking water is necessary . Even today a large number of people die due to water born diseases .

Keeping this fact in mind the constitution of india recognises the right to water is important part of Right to Life under article 21 . The supreme Court and different high courts declared that the right to safe drinking water is a part of fundamental right
