how are resources classified on the basis of development and use?

they can be classified as actual and potential resources on the basis of development and use .

actual resources : are the resources whose quantity is known and they are continuously being established to fulfill our needs . like oil reserves in saudi .

potential resource : the resources which are known to exist but not used yet . they might be used in future , high technological knowledge and human skills are needed for best use . they can be also classified as biotic , a biotic , international community etc
