We the people of India elect the MLAs.
Then from the legislative assembly of each state and union territories, certain people are nominated by their respective political parties for a place in the parliament as an MP or the members of the Rajya Sabha.
These nominated people are then elected by the MLAs to be an MP or a member of the Rajya Sabha.
