Artesian wells are wells drilled into artesian aquifers, which have enough pressure to push the water upwards to the surface (a flowing artesian well) or close enough to the surface.

Artesian aquifers are underground water bodies, surrounded by impermeable rock or clay, which exerts a pressure on the water from all sides, enabling water to be pushed up, when a well is sunk into it.
