How atmospheric pressure fills the dropper and not water pressure???

Submerging the system slowly into water should not reduce the net force pushing the board to the bottle, actually the opposite - it would add external pressure on the board ρgH. But in practice I think the board would quickly detach because the water would easily sip in from outside.

When we press the bulb of a dropper with its nozzle kept in water, air in the dropper is seen to escape in the form of bubbles. Once we release the pressure on the bulb, water gets filled in the dropper.
