Yes, a change can be both desirable and undesirable.

For example - If we want to make to curd the milk then it is desirable change but if we want a cup of tea but the milk is now made into curd then we won't be able to make it tea. Hence, it will be an undesirable change.

Therefore a change can be both desirable and undesirable at the same time.
