A liquid can evaporate at room temperature because in all fluids, including air, some particles are warmer than others. They are so finely dispersed that it is hard to tell the difference. However, these warmer particles eventually gain enough energy to evaporate away. This then leaves the rest of the fluid a little bit cooler. This is why you get cold when wet.
