A popular government can become undemocratic if it does not follow the laws and rules issued by the constitution for a fair democracy.
In Zimbabwe , the government was governed by a single person for last 10 years who was elected through an unfair election & due to this the citizens were oppressed.
As in a democracy , all the citizens are given equal rights and respect & the citizens elect their representatives through a fair election to choose thier representatives.
