__Transport - for agricultural produce to market, local people to larger towns, supplies of commodities back to the communities (household necessities, food and drinks)
__Employment in shops/social centres/cafes.
Starting local citizen self-help associations, such as, farm buying groups, produce selling organisations, acting as local contractor for government sponsored road maintenance, snow clearing in mountains etc, etc.
__By creating cost effective schools,cyber cafes, Old Homes, Retail outlets, transport systems, etc.
