well, i can give some hints:
So, i think you should make face of god like Shivji

you can cut circles for his eyes, cone for his nose, you can make ears also with circles, for face development use circles and square( join circle and square to make a proper face), for hairs you can use small rectangles, you can use circle and lines for tika on his forehead, his jataye(round hair) can be made with circles, take coloured paper according to Shivji body colour, lips can we designed with rectangles curved from edges.
