Newton's 1st law of motion states that every body continues to be in its state or uniform motion in a straight line unless some external force is applied to it.

i.e. states about application of force.

Newton's 2nd law states that rate of change of momentum of a body is proportional to applied force and takes place in direction in whch force acts.

i.e. states about force that is applied on the body.

So, Newton's first law can be a consequence of Newton's second law.
