How Can substance divided into three types using litmus paper

Well, if the blue litmus change into red, it's acidic.. and if red litmus changes into blue, its basic and when no change of color happens, it's said to be neutral.

we can divide substances into 3 types ie acid , base or neutral...
1. if the colour of either of the litmus paper is not changed then the soln is neutral.
2. if the colour of red litmus changes to blue the soln is basic.
3.if the colour of the blue litmus changes to red then the soln is acidic.
