In order to achieve a country's progress & economic development, everyone needs to participate whether they are at governmental positions, academia, consultants, business, professionals etc. to the lowest level of workers. Perhaps following can be explored:
Government should setup its think-tank team to set realistic goals & provide roadmap how to achieve those goals through whatever instruments they have e.g. fiscal & monetary policies etc.
Improve hygiene factors e.g. enforce severe punishment on corruptions / criminal breach of trust, eliminate kleptocracy & cronyism, promote meritocracy, promote transparency & continuously announce the country's progress & economic development status etc.
All the workers deliver their best performance based on KPIs cascaded down from governmental goals i.e. quality of work, best productivity, no idle time, no wastage of materials, no inappropriate services etc.
