(a) When resistors of 3ohms and 6ohms are connected in parallel and resistor of 2ohms is connected in series.(b) The resultant 9ohms resistance is not possible because there are only three combinations (i) two resistors in parallel and one in series; (ii) all three connected in series and (iii) all three connected in parallel, are the only possible combinations and amongst these combinations it is not possible to get resistance equal to 9ohms.
