How can we say that in a democracy no one is permanent winner or loser

it is evident from our fundamental rights that India is a democratic country and we are having the right to form political organisation and protest when our rights are not being protected by the government . We can cjoose our own government and on the basis of majority we can make someone temporary or permanent on his jobs
