How can we say that our prime minister is not working as a foreign minister

He can't work as fast as foreign minister...
Bcz the foreign country is developed, so they can do any work fastly...
bt while comparing to india, it's still developing...
so it takes time for our indian prime minister to do any work...
well according to me he is doing his best...

Yes to some aspect we can say that he is working as a foreign minister as he is having a visit of one or the other country in one or the other day just to implement new plans and make it a developed one by tying knots with other countries...........BUT he is not working as a foreign minister. Our foreign minister is "Sushma Swaraj" and the work of foreign minister is not just to go abroad and tie knots, it is handled by our PM but foreign minister have other works as well. She has to look over other affairs too. For eg. A recent case came of a girl named MASHAL who was from Pakistan and Sushma Swaraj permitted her to pursue her career in Med. Stream in Karnataka........................... So our P.M. is not working as a foreign minister as whole......
