sugar is a pure substance because it has only one type of molecule and it cannot be separated into two or more components.
milk is made up of more than one type of molecules like fat, vitamin etc. so we can separate components of milk by physical process.

Answer:

Sugar is a pure substance because it has only 1 type of molecule. It cannot be separated into 2 or more components. In the case of milk it is a mixture as you can separate components of milk by physical process. It has more than 1 type of molecules like fat molecules , water , carbohydrate , protein , vitamins etc.
