How can we stop unrest among students???

scold and give punishment to the main guy like the funny one who cracks jokes in class. rest of them will take a rest . Keep being strict on the main guy until he also takes a rest.the thing is even other students want to crack jokes but they are scared for scoldings, but the funny one in his mind believes he wont.scold the main guy the class will be quiet.I Know It Don t Ask me How.
