By rubbing it
Like example....if u have a comb and u rub the comb against your hair then u can see that if u bring that rubbed comb near strips of paper...the strips of paper will get attracted towards the comb...and that way we can identify that the object is charged or not

in order to tell the sign of an object ,you need another object with a known positive or negative charge. if you rube a piece of glass with silk ,it will have a positive charge (by convention ),if you rube a piece of amber with fur, it will have a negative charge (by convention) use whatever you have handy
