2-Bromopropane on addition of alcoholic KOH umdergoes dehydrohalogenation reaction which  removes a hydrogen and halogen and an alkene is obtained. On addition of HBr to the propene (alkene formed) in presence of peroxide follows the anti-markonikov's rule which yields 1-bromopropane
