When the moist blue litmus paper is brought to HCL (hydrochloric acid)it turns its colour to red. This is because the blue litmus paper is basic in nature and acts as a base whereas HCL is an acid.

Hope it helps

Dry hydrogen chloride gas has no effect on litmus paper but when hydrogen chloride gas is passed through moist blue litmus paper, the litmus paper changes to red.
