how can you explain that oxidation number can have negative value but valency cannot

How do you know how many valence electrons are in an element? ... Actually the oxidation number can be higher than the number of electrons in the outer or valence shell. The S2O8 -2 ion (peroxydisulfate ion) has an oxidation number +VII (though sulfur is in group 6).
