As a vegan you can eat rice and beans as a meal. But I won't say that it is a balanced diet. As this mean doesn't consists of Vitamin C and other essential nutrients. Whereas a balanced diet means where all the components of food are provided in adequate ammount. So I will suggest that you must include some more nutritional food in it.
