How can you say that every government that holds an election is not a democracy ? Give an example to prove your point ?

it may be possible that the elected representatives have no power in their hands or it is possible that the elections may not free or fair or may not offer much choice to the people
we can examples of Pakistan, China and Mexico where elections are held but are not fully democratic

Though the elections are pillars of democracy but every government which holds an election is not a democracy. For example, In china elections are held but there is one party system in China. Only one party fights elections and people have to elect their representatives from the same party. They have no other choice and the party act as authoritarian government. So it can not be called a democracy.
