How can you tell when a given object is moving slow or fast?

A velocity can only be measured with respect to a specified frame of reference. The velocity of a car as shown on its speedometer is measured with respect to the surface of the Earth. You could, however, specify its velocity with respect to the centre of the Earth, and this would be anything up to 1,000 mph faster because the surface of the Earth is moving at up to around 1,000 mph (at the equator) because of the spin of the Earth. If you measure the car’s velocity with respect to the Sun, then you would get a velocity of around 67,000 mph because that’s how fast the Earth is travelling in its orbit around the Sun. And don’t forget that the Solar system is orbiting the centre of the Milky Way at around 448,000 mph. And so on and so on…

So unless you specify a particular observer who is to measure the velocity of a body, you cannot say what that velocity is. To put it on a more scientific basis, the universe has no preferred frame of reference against which a velocity could be said to be absolute
