In the country of Belgium there were two main regions
The Wallonia region consisted of 49 percent of the people who spoke french......the Flemish region consisted of 50 percent of the people who spoke Dutch the other one percent of the people spoke german
In the capital Brussels however the majority of the people were french


So the Belgian government amended its constitution four times to reach the following arrangement

The number of french and Dutch ministers were of equal number I. The government

The french people agreed to accomodate the Dutch in the capital as long as the dutch agreed to have equal representation for the french

Also Brussels had its own constitution
