Belgium leaders accommodated the existing regional differences and cultural diversity by amending their constitution 4 times during 1970 and 1993 and made the following provisions

. no of French and Dutch speaking ministers shall be equal in central govt

. provisions were made that some special laws required the support of majority of members from each linguistic groups.

. state govt will not be subordinate to central govt and many powers of the central govt have been given to the state govts.

. the capital Brussels has a seperate govt with equal representation from both the communities

. apart from the central and state govt 3 community govt has been elected by people belonging to one language community and residing any where in the country to look after their cultural, educational and language - related issues.

these arrangements have worked well so far and helped to avoid civil strife between the communities and a possible division of the country on linguistic basis.
