Before 1990's when the ruling party in the state and centre were same,the central authority seemed to be absolute taking decisions and not giving the state party power.When the ruling party of state was different,the central government undermined the state powers and authority and didn't give financial support.
After 1990 the era of coalition goverment began.Now the central government had more than one political party ruling which meant no rivalries and discrimination.This led to a new culture of power sharing and respect for the autonomy of state governments.
