There has been a deeply entrenched presumption that the state was an effective mediator in ameliorating the conditions of the weaker and poorer sections of people, for the purpose of ensuring social justice and equality, the liberator of the oppressed and "an engine of growth and development that would usher in a new civil order based on progress and prosperity and confer rights to life and liberty, equality and dignity, on the people at large.
