First of all there were some good points about Emergency. Trains used to arrive and depart on time. Government employees used to be in office on time and did not while away time. People were afraid to get down from buses at red lights and other places except designated bus stops. No doubt there were excesses. However, the loss in elections for Indira was not much in the south. She got elected in bye elections from Chikmangalur later.

Janta Party was a collection of people with widely different ideologies who came together to defeat Indira (similar to present Mahagathbandhan in Bihar). Once they achieved this there was little to hold them together. Desai was a rigid person and as such could not run a coalition government. From the beginning within the government he had to contend with Charan Singh, the powerful kisan leader who had Prime-Ministerial ambitions. In addition he had the likes of Raj Narain, who had defeated Indira Gandhi and was extremely fickle. Then, there was Jagjivan Ram, a senior Congressman who had shifted to Janta Party. Raj Narain and Charan Singh had no qualms about hobnobing with Indira and Sanjay to get the top seat. When Morarji resigned, the President Neelam Sanjeeva Reddy, immediately called Charan Singh to be PM but when Charan Singh resigned elections were called and Jagjivan Ram was not given a chance. The people were by now fed up with the directionless leadership of Janta Party and voted Indira back to power.

India lost a lot in terms of foreign policy during this period. Zia was able to establish himself in Pakistan and Baluchistan insurgency was eliminated as Morarji did not want to interfere in anyone's affairs. Pakistan which had lost the 1971 war was able to make a comeback.
