John Winthrop changed the government of Massachusetts by establishing a colonial legislature.

John Winthrop was the first governor of Massachusetts. In Massachusetts Puritan clergy was very influential and used to dictate terms therein. So John Winthrop established legislature to give power to elected representatives. It echoed the desire for self-government already seen in other English colonies.  So in this way John Winthrop changed the government of Massachusetts.
