General Pervez Musharraf led a military coup in Pakistan in October 1999. He overthrew a democratically elected government and declared himself the Chief Executive of the country. Later the changed his designation to President. In 2002, he held a referendum in the country that granted him a five year extension. In August, 2002, he issued a 'Legal Framework Order' that amended the Constitution of Pakistan. According to this order, the President can dismiss the national or provincial assemblies. A National Security Council dominated by military officers supervised the work of the civilian cabinet. After passing the 'Legal Framework Order' Law, elections were held to the national and state assemblies.

So, the chief of the army was the head of the country and can do whatever he wants.only he was responsible for the spread of terrorism in Pakistan. He opened the gates for the terrorist to come and settled in Pakistan.so, indirectly he was able to rule the whole country.
