How did Peggy justify her action of bullying Wanda​

Peggy believed that Wanda was as she could not understand why Wanda said she had a hundred dresses, even when everybody knew that she was poor. She knew everybody was laughing at her. Even then, she kept giving the same answer.

Peggy, though was not a cruel girl, protected small girls from bully and cried when animals are mistreated. But, when someone pointed her to be cruel in the case of Wanda, she gave a great sign admitting herself not to be cruel. She pointed out the "lie" of the "Hundred Dresses" claimed by Wanda Petronski. She also meant that they (group of Peggy) were not cruel and made fun or bullied Wanda to cry. She just fabricated meaning herself from being cruel towards Wanda.
