Explanation:
The party which is elected in majority for the Legislative Assembly forms the government. As per constitutional provisions the ruling party elects its leader who is called the Chief Minister as the head of the government. The Chief Minister, in consultation with the Governor, constitutes a cabinet which includes members of his/her party as ministers. The MLAs who become ministers are allotted with a portfolio. Here the MLAs turned ministers become accountable for the entire state for that particular portfolio.

Some MLAs become ministers when their party wins more than half the number of constituencies in a state and thus is in majority. The party which is in majority then makes a cabinet whose members are called ministers.

The party which wins the the election & has majority in Legislative Assembaly elects a leader who informs the Governer of the state about its majority in Asssembaly & Governer invites him/her to form the govt. & he/she forms the govt & becomes Chief Minister of the state. Then, He/she chooses some of his/her MLAs/ MLCs or the persons who can win election of MLA or MLC as Ministers of his/her govt. to run the business of the state. It is totally prerogative right of the CM to whom he/she chooses for council of ministers. In this way not only MLAs but MLCs or other person also become ministers.
