Answer:Gandhiji sent a letter to Viceroy Irwin , which stated 11 demands.

The most important demand , which was needed by both rich and poor , was the abolition of salt tax. Irwin refused to react to their demands.

Hence, Gandhiji started the Salt march , accompanied by 78 trusted volunteers, on 6th April , and reached Dandi , and violated the law by manufacturing salt from sea water. This march marked the beginning of civil disobedience movement.

Important factors that have rise to Civil Disobedience movement:-

1)Salt law

2) Problem with Simon commission

3) Lahore session of Indian National Congress in 1929

4) Irwin's offer of dominion status for India.( which had an unspecified future)
