They first controlled the fortified towns and dependent on the surrounding area for supplies of goods . They used to plunder the nearby area if people refused to fulfill their demands of goods. During the reign of Balban , Alauddin Khilji , and Mohammed bin tughlaq, the control expanded to nearby areas as well.

From 1296 to 1351, the external frontiers were controlled by sultans . They extended their boundaries to further south through plundering, capturing armies and collecting precious gems and jewelry . The forest land was cleared for agricultural purposes. Many people were converted to Islam. Inter-region trade was promoted along with exploring new trade routes. This led to the establishment of an Empire from garrison towns.
