The poet spoke to wind in angry way. It is because the wind God winnows and crushes crumbling hearts , crumbling bodies, crumbling rafters, crumbling houses etc. When the poet said not to bring rain, the wind brought rain. The poet told not to tore the pages of the book, but he did. This made the poet to be angry at the rain.
