The production of penicillin changed during world war II in terms of quantities.   Larger quantities of penicillin were manufactured during this period.  The main reason was the spread of communicable diseases and chances of an epidemic spreading all around.   Earlier small quantities were being used by doctors for treating some patients but world war II caused mass production.
